Election Information

Charlottetown residents will head to the polls Monday November 1st, 2010 to elect their next municipal government.

In the voting booth, they’ll also vote on whether or not they want to change the way their City government is elected.

Charlottetown City Council passed a resolution last May to hold a plebiscite on electoral reform during November’s municipal election.

Voters will be asked whether they wish to maintain the status quo or change the system for electing councilors for the City.

Council approved the following questions be referred to Elections PEI to add to the November ballot:

"Are you in favor of keeping the existing system of electing Councillors to represent a single ward?" (no/yes)

"If the existing system were to change, which method of electing Councillors would you prefer?"

  • Mixed System which combines some Councillors elected "at large" and some ward Councillors
    OR
  • At Large whereby all Councillors would be elected by all electors.

It was stressed by members of council that a public education process, to inform the electorate what the changes would mean, will be a crucial part of the plebiscite plan.

In August, Council passed a resolution to accept the proposal from The Institute of Island Studies to conduct the public information and education campaign surrounding the plebiscite. More information on the plebiscite can be found at www.charlottetownvotes.ca

Chief Electoral Officer Lowell Croken has been appointed by City Council as Chief Electoral Officer of this election.

A plebiscite is a non-binding question by which the electorate can express an opinion for or against a proposal. There is no reference to a plebiscite in either CAMA or the Provincial Elections Act.

The results will be forwarded to the newly elected Council taking office next November. Any change would not come into effect until the Municipal election in 2014.
