2016-03-29 - Mayor and Council Appoint New CAO

City of Charlottetown Mayor and Council are pleased to announce that Mr. Peter Kelly has been selected as the successful candidate for the position of Chief Administrative Officer.

Council voted at a public meeting today (March 29) to appoint Mr. Kelly as the new CAO, effective May 1, 2016.

"After a rigorous interview process involving Island Recruiting and a hiring committee made up of members of council, Mr. Peter Kelly was chosen based on his years of extensive experience, both as an administrator and politician," said Charlottetown Mayor Clifford Lee. "We reviewed 57 applications. We shortlisted and interviewed 15 highly qualified candidates. After additional interviews, the hiring committee narrowed it down to two people and Council made the final decision together. We are confident that from this process, we have chosen the best candidate for the job."

Mr. Kelly began working at the municipal level when he was elected as a town councillor in Bedford, Nova Scotia in 1985 after overseeing employment programs for the Province of Nova Scotia for four years. He was elected as the Mayor and CEO of the Town of Bedford from 1991-1996. After serving another term as a councillor, Mr. Kelly went on to be elected as the Mayor of Halifax where he served until 2012.
 
During his time as Mayor, the city attracted high profile national and international events, such as the 2011 Canada Winter Games and Tall Ships festival. Among his legacy projects are a permanent public skating oval, the Halifax Central Library, seven fire halls, five recreational complexes and the World Trade and Convention Centre. He was also instrumental in the creation of new regional and urban development plans for downtown Halifax.

Most recently, Mr. Kelly was the Chief Administrative Officer for Westlock County in Alberta (2014-2016). When Mr. Kelly stepped down from the position, the Westlock County Reeve Bud Massey was quoted by the local media as saying that Mr. Kelly’s resignation is a "tremendous loss for us and our citizens."

"We have looked at a tremendous amount of our policies; we have brought things up to date. We have restructured our financing," Massey said, in a CBC interview. "(Kelly) brought a tremendous amount of talent to our county."

Charlottetown CAO Donna Waddell, who has been with the City for 29 years, will work with Mr. Kelly on the transition to Charlottetown until she retires on April 30.
